Monitoring Dashboard for stellar-core
Visualizes curated set of monitoring focused metrics exposed by the stellar-core-prometheus-exporter. The dashboard shows the most important info about the nodes and aims to surface potential problems.

Revision 5 changes:
- display healthy nodes in the “Quorum Transitive Critical Peers Details” panel
- move away from using “instant” queries in some panels. Those panels broke when “Today” timerange was selected becuase latest timestamp was in the future
- add ledger op and tx count panels
