- Enable explicit activation of Application Observability. We no longer bill customers for Application Observability if they are sending the host info metric, but have not opted into Application Observability in Grafana Cloud.

- Fix infinite loading state in the configuration view when adaptive metrics is enabled for `traces_target_info` or `target_info` metrics
- Plugin assets are now hosted on CDN, which improves load times and reliability
